Calthrop Property Appraisal and Update
(email from Chair Hunt to CPC Members)
Dear CPC members,
INFORMATION ONLY; DO NOT RESPOND: For those of you who may
not have cable or may not have watched the Town Council meeting last night I
want to let you know that the Council showed sufficient interest in the purchase
of the Perkins (Calthrop) property that I have asked Jenn to arrange for the
appraisal as we voted at our meeting on 9/15.
Jenn has already spoken with the appraiser and, although we are a
day later than he had requested for the appraisal to be done within the
described time-line, he has agreed to maintain the time-line.
Other updates:
1.) Angelo D'Emilia sent a letter offering public access to
the 70 acres of conservation land if he is the purchaser. He is willing
for any of the non-profits (The Nature Conservancy, Wildlands Trust or the
Department of Conservation and Recreation) or the Town to hold the CR and
ownership;
2.) Our potential "purchasing partners" (the three entities
named above) have said that their combined commitments of $875,000 will be
official by the time of the next Town Council meeting on 10/4;
3.) Mr. Perkins' attorney believes it will be possible for
Mr. Perkins' 1/4 of the sales proceeds to be transferred directly to the Town
and avoid paying capital gains taxes. That will make Mr. Perkins'
gift total $875,000;
4.) If ALL FOUR partners' offers are made real, that will
amount to $1.75 m toward the purchase price leaving another $1.75 m for the town
should it want to exercise its right of first refusal;
5.) The Council will most likely make its final decision
about submission of an application to the CPC on 10/4;
6.) If an application is submitted to the CPC, we
will need to act on it and make a recommendation before 10/12 thus I would like
to tentatively reserve Tuesday October 11 at 6:30 for a meeting to
discuss the proposal. Please hold the date open. If you are NOT
able to make that date, please let Nina and me know because, if we meet, it
will be important to make quorum.
7.) Should a 10/11 CPC take place, the meeting
location will be changed to the Memorial Building since, if a proposal is
received Town Councilors may want to attend as advocates per our usual protocol
and, if we make a recommendation, the Town Council will need to act upon it
quickly.
I think that should bring you up to date. Things have been
happening very quickly.
